The Criminal Code Revision Advisory Group was a statutorily-designated group of stakeholders who reviewed and provided information and suggestions on drafts of the Commission’s code reform recommendations that were issued March 31, 2021. A compilation of all the written comments received from the Advisory Group is available here.

On March 24, 2021 the five voting members of the Advisory Group voted unanimously to approve the CCRC’s submission of its recommendations (and supporting materials) to the Council and Mayor. With that vote, the Advisory Group completed its statutory duties and it is no longer active.

The voting members of the Advisory Group were:

1. Don Braman, Associate Professor of Law, George Washington University School of Law (Council Appointee);
2. Paul Butler, Professor of Law, Georgetown University Law Center (Council Appointee);
3. Laura Hankins, General Counsel, Public Defender Service for the District of Columbia (Designee of the Director of the Public Defender Service for the District of Columbia);
4. Dave Rosenthal, Senior Assistant Attorney General, Office of the Attorney General (Designee of the Attorney General for the District of Columbia); and
5. Elana Suttenberg, Special Counsel for Legislative Affairs, United States Attorney's Office for the District of Columbia (Designee of the United States Attorney for the District of Columbia).

The non-voting members of the Advisory Group were:

1. Helder Gil, Chief of Staff, Office of the Deputy Mayor for Public Safety and Justice (Designee of the Deputy Mayor for Public Safety and Justice); and
2. Kevin Whitfield, Policy Advisor, Committee on the Judiciary and Public Safety (Designee of the Chairperson of the Committee on the Judiciary and Public Safety).
